Surface Operations

University Lands (UL) manages the surface of the 2.1 million acres of the Permanent University Fund (PUF) Lands. UL administers surface use agreements for a variety of activities, including:

  • Grazing, hunting and recreational leases
  • Pipeline, powerline and utility easements
  • Business and commercial site leases
  • Churches, schools and municipal sites
  • Roads, highways and highway rest stops
  • Groundwater sales and management
  • Wind farms

In addition, UL’s Surface Group monitors and ensures compliance with:

  • Examining environment and wildlife issues
  • Waste management programs
  • Archeological resources
  • Renewable energy development
  • Water well design and installation
  • Implementation of best management practices on oil and gas and grazing leases
  • Produced Water Frac Pit design and construction

The UL Surface Operations Field Manual of Required Operating Procedures, available both in English and in Español, establishes procedures for lessees aimed to enhance, protect and preserve the PUF Lands.
